Although the statewide Oregon Emergency Rental Assistance Program (OERAP) has officially closed, emergency rental assistance remains available through local, regional, and specialized programs that are still active. Since funds are administered at the county level and through local community action agencies, your options depend on where you live and your current housing situation.

If you are facing active eviction proceedings in court, you have access to priority state funds and legal assistance:

Oregon Eviction Prevention Rapid Response (OR-EPRR) Program

The Oregon Eviction Prevention Rapid Response (OR-EPRR) program is a specialized, state-funded program overseen by Oregon Housing and Community Services (OHCS) and administered by Public Partnerships LLC (PPL).

Unlike general rental assistance programs, EPRR is reserved specifically for households that have already entered the legal eviction process and require immediate assistance to halt a court judgment.

How and when to apply

Because funds are limited, the application portal operates on a strict monthly cycle:

Timelines: The application period opens on the first business day of each month at 9:00 a.m.

Capacity limit: The portal accepts applications only until monthly capacity is reached—which often happens within hours or days. Submitting an application does not guarantee funding.

Online: Visit the portal and complete the intake form directly on the PPL OR-EPRR portal.

By phone: Call the dedicated intake message line at 833-746-8167. Leave your full name, court case number, phone number, and email address.

Eviction Defense Project (EDP)

The Eviction Defense Project (EDP) is a joint initiative of the Oregon Law Center, Legal Aid Services of Oregon, and the Center for Nonprofit Legal Services. It provides free legal assistance and court representation to low-income tenants in Oregon facing active eviction proceedings.

Eviction proceedings move very quickly in Oregon. You must contact the project before your first court appearance so they can evaluate your case and represent you.

By phone: Call the statewide intake line at 888-585-9638. Leave a voicemail including your full name, date of birth, county, and eviction court case number.

By email: Send the same information directly to evictiondefense@oregonlawcenter.org.

Online: Complete the digital application form on the Oregon Law Center’s official Eviction Defense Project portal.

Regional and county rental assistance programs

Local agencies receive direct funding to help low-income tenants avoid homelessness.

Multnomah County Emergency Rent Assistance

Multnomah County and the City of Portland allocate local funds through a centralized network of community partners to prevent displacement.

Eligibility requirements: You must be a resident of Multnomah County, have a household income at or below 65% of the Area Median Income (AMI), and have a written eviction notice or be at high risk of having to vacate your housing within 21 days.

The network: Funds are distributed by community organizations such as Bienestar de la Familia, Home Forward, Immigrant and Refugee Community Organization (IRCO), Self Enhancement, Inc. (SEI), and Native American Youth and Family Center (NAYA).

How to apply: The intake process for rental assistance requires a prior referral. You must contact 211Info by calling 2-1-1, emailing help@211info.org, or texting your zip code to 898211 to register and secure an available referral slot.

Emergency Rental Assistance in Washington County

Washington County channels its primary short-term emergency financial aid through a direct reservation system.

Eligibility requirements: Available to households with incomes at or below 50% of the AMI that have received a formal non-payment notice from their landlord.

Lead agency: Community Action of Washington County.

How to apply: Intake slots open strictly on a monthly basis. You must call the dedicated assessment line at 503-615-0770 on the 15th of the month, starting exactly at 9:00 a.m., to secure an assessment appointment.

Note: If the 15th falls on a weekend, the line opens on the following Monday.

Clackamas County Rental Assistance

Clackamas County uses a unified access portal called Coordinated Housing Access (CHA) to assess tenants and connect them with active rental assistance funds, including eviction prevention programs.

Eligibility requirements: Targeted at low-income residents, seniors, veterans, and individuals facing immediate housing crises or homelessness within Clackamas County.

Main portal: Clackamas County Coordinated Housing Access (CHA).

How to apply: You must call the CHA assessment line at 503-655-8575. Calls are answered personally Monday through Friday, from 8:00 a.m. to 6:00 p.m. Staff will conduct a brief assessment of your housing situation and refer you to available funding sources.

Oregon Health Plan (OHP) Housing Benefits

If you are an eligible low-income Oregon resident enrolled in the Oregon Health Plan (OHP), you may qualify for Health-Related Social Needs (HRSN) benefits. Through this program, Coordinated Care Organizations (CCOs) can cover costs for rent, utilities, temporary storage, and home modifications if housing instability is affecting your health. Contact your OHP CCO case manager to request these benefits.
